Not long ago, when General Secretary Xi Jinping talked about our achievements in the prevention and control of the epidemic, he said that it took us more than a month to initially contain the momentum of the spread of the epidemic, and it took about three months to achieve decisive results in the defense of Wuhan and Hubei. For a large country with a population of 1.4 billion, such achievements are not easy to come by. There is no doubt that this is a world-shaking report card, hard-won, one of the important reasons is that countless ordinary Chinese people, show a lot of qualities, these qualities reflect many of the very valuable values that the Chinese people believe in. Compared with the anti-epidemic models of countries all over the world, I think more and more that these values belong not only to China, but also to all mankind, and they should become human values of universal significance.

We are in a situation of great change not seen in a century. Some Western countries lost battle against the epidemic, causing great harm to their own people, but they still accuse China of violating human rights and individual freedom on the grounds of Western values. In this sense, I think it is necessary to extract some values of universal significance to all mankind from the character embodied in the Chinese people’s war epidemic. It can not only greatly enhance the values self-confidence and cultural self-confidence of the Chinese people, but also make Chinese contributions to the universal values of mankind, and at the same time form an overwhelming advantage over western values.

First of all, in this anti-epidemic, we put forward that “life is supreme” and “people’s lives are above all else”, which can become a universal value. Through the comparison of the anti-epidemic models between China and the West, we find that those Western countries that used to shout human rights and “universal values” every day do not have the concept of “human life is of vital importance” that everyone in China understands. Unexpectedly, they do not agree that “people’s lives are above all else.” We save every life at any cost, which is the most touching and proud of our people.

During the epidemic, what shocked Chinese people and even many foreigners most was the disregard for the lives of the elderly in many Western countries, as well as the so-called concept of “group immunity” put forward by some countries. in some places, elderly citizens are required to sign a consent form to give up treatment, and some hospitals decide whether to rescue or not according to their age and whether they have underlying diseases. Nursing home deaths account for 1/3 or more of deaths in many western countries. For quite a long time, some countries did not count the number of deaths in nursing homes at all. Therefore, the Russian newspaper New Viewpoint published an article on April 15th saying: these Western countries are rapidly retreating to the real Middle Ages, which refers not only to the appalling quality of medical assistance, but also to the issue of ethics.

Chinese culture respects heaven, love, morality and morality. Chinese traditional ethical values are based on family rather than individuals in the West. Chinese people attach importance to family affection, harmony and filial piety culture, which has a long history. Chinese people have a holistic view of life. Everyone has childhood, youth, old age, how to treat life, how to treat the elderly, is how to treat yourself, how to treat your future life. As early as more than 2000 years ago, the Confucian classic “Li Ji Li Yun” pointed out:


人不独亲其亲,不独子其子,使老有所终,壮有所用,幼有所长,鳏寡孤独废疾者皆有所养
 
Thus people do not treat only their parents like parents, nor do people treat only their sons like sons.That makes the aged have the appropriate last years, those in their prime have the appropriate employment, and the young have the appropriate growth and development. Elderly men with no spouses, widows, orphans, elderly people without children or grandchildren, the handicapped, the ill – all are provided for.

In today’s vernacular, it means that people not only love their parents and their children, but also enable the elderly to live their final years , the middle-aged can serve society, and children can grow up healthily, so that widows, orphans, individuals who are old and childless, and the disabled can all be provided for. Our people-centered development concept requires “respect for the elderly and love for the young”, “so that all the elderly can have a sense of being cared and have tranquility, ” The most important thing is that the three generations of old, middle-aged and young people are able to settle down together, forming a society that is stable and prosperous, and everyone lives a relatively meaningful and happy life, which is the common ideal of both the ancients and modern people, and this is also the lifeblood of the 5000 years old Chinese civilization.

In the prevention and control of this epidemic, these values of the Chinese people are in sharp contrast to the western countries’ priority of commercial interests, social Darwinism, the inhumane concept of group immunity and the practice of giving up treatment for the elderly. Countless Chinese people really feel how lucky it is to live in a country that respects life most. Is there a better human rights education for the whole world? It is an international joke that a country that does not even respect the right to life is qualified to teach China human rights lessons. Frankly speaking, the Chinese people have acquired a long-lost sense of value superiority, which has brought China’s self-confidence and cultural self-confidence to a new level. That’s the first point I’m going to make.

Second, the spirit of unity shown by the Chinese people in the fight against the epidemic has moved countless Chinese and foreigners. We have once again found that in the event of a national disaster, the Chinese people’s values of “United as one and going to the country together” have long been internalized in our blood. More than 40,000 medical and health care workers rushed to the epidemic area as soon as they were called, and they would fight as soon as they came, and they could win the war as soon as they came. It is very difficult for other countries to do so, first, they often have only “one side” and no “eight sides”, and second, they generally do not have the family and national feelings that support the spirit of unity of the Chinese nation. In the course of the war epidemic in China, the spirit of unity showed once again moved the people themselves, but also moved the world.

My good friend, the British scholar Martin Jacques, said that the unity of the Chinese people, this spirit from the heart, is a kind of spirit in the heart. In particular, I would like to mention that in this war plague, young people have shown that “the country is in trouble and rush forward”. Nearly half of these medical staff are post-1990s, and they have a sentence that has moved countless Chinese: you protected us during SARS in 2003, and now it’s our turn to protect you. Throughout the epidemic, I was in Shanghai, and I have said many times that Shanghai today is a more modern, more developed and more generally affluent city than New York today. But when the country encounters disaster, our younger generation still rushes forward at the first time, and countless retrograde people emerge. In a society that is beginning to become generally rich, young people still have this spirit of unity, a spirit that can be rushed up for the sake of others, which is extremely touching.

Third, Chinese people show a sense of responsibility. Chinese people have a sense of responsibility that is beyond the reach of most Westerners to their families, to others, to society, to the country, and to the world. In Western society, not to mention more than a billion people, it is not easy for people in a community to stay at home or wear masks. Because the culture of the supremacy of individual rights goes deep into the bone marrow, the core concept of western liberal democracy, that is, the concept of freedom of the so-called universal values, has been severely challenged this time. When the epidemic broke out in China, Western governments and the media slammed China’s control measures such as “restrictions on going out” and “city closure”, saying that it “violates human rights and infringes individual freedom.” When the novel coronavirus epidemic spread in the West, causing heavy costs, Western governments also had to implement control measures similar to those in China, but many people continued to condemn the measures promulgated by their governments in the name of “human rights and freedom.” Many people continue to exercise their rights of individual freedom, go out freely, meet freely, how many people in Western countries hold irresponsible novel coronavirus parties, take to the streets to protest against the ban, and so on, and some so-called civil society organizations, in the name of human rights and freedom, protest against the government’s order to wear masks.

Although most people in the western ideological circle still cling to liberalism, some people begin to question the excessive “freedom”. Thomas Friedman, a columnist for the New York Times, said that the world’s response to COVID-19 can be divided into two situations, one is a “strict society,” and the other is a “loose society.” the effect of a strict society in responding to the epidemic is much better than that in a loose society. “only strict rules and order can save lives.” he believes that a “loose society” seems to have more freedom, but the performance in dealing with disasters is really poor, causing damage to the interests of the public, so he called on the United States to change from “loose” to “strict” and make huge changes to the “loose” procedures. “the more stringent our culture becomes, the more we can make people’s pockets easier, and our society will become stronger and more friendly after the epidemic.” He hopes the pandemic will “revolutionize American culture and American politics.”

Indeed, the novel coronavirus epidemic challenges human health, as well as human political systems and cultural ideas. in this challenge, liberalism, which the West is most proud of, from idea to culture, to institutional arrangement, to practice, are severely challenged.

The Chinese people advocate the unity of freedom and self-discipline, and the unity of rights and responsibilities. this value of attaching importance to responsibility is not only a continuation of Chinese cultural tradition, but also a spirit of real modern significance. Chinese people respect themselves, but also respect others. Respect for life, respect for science, in contrast, Western countries, where individual freedom and individual rights are absolute, have suffered huge losses of life this time. After this disaster, I hope that people of insight in the West can reflect on this many extreme tendencies in Western culture. From the perspective of the Chinese, the culture of the supremacy of individual rights will not be able to adapt to the challenges of the future society.

The fourth point is that in this anti-epidemic, the community with a shared future, as a kind of values, has been better reflected, in a sense, this is the embodiment of the Chinese people’s values of responsibility in international exchanges. The global epidemic, in a sudden and more intuitive way, makes people feel more truly that the destinies of all countries share weals and woes and are closely linked to each other. The epidemic is a common disaster for mankind, and the international community should unite and deal with it together, uphold the concept of a community with a shared future for mankind, and carry out global cooperation in the fight against the epidemic.

However, some Western countries, especially the United States, are unwilling to assume international responsibility, only thinking about itself only, and recently withdrew from the World Health Organization. They were defeated by the epidemic and did not reflect on their responsibilities at all, but were in a hurry to push the blame on others, namely China, World Health Organization (WHO), the media, and the governors of the states. It is also difficult for such state of governance not to decline. In fact, looking back, if the United States had acted in accordance with WHO’s directives, epidemic prevention and control would not have been easily failed, and if it had been done in accordance with Chinese standards, it could have done better. The virus has no national boundaries, regardless of racial ethnicity, is a common challenge faced by all mankind, and only by forming a joint force can the international community win the war.

In the past, when we talked about “building a community with a shared future for mankind”, we meant that we should make conscious efforts to promote the establishment of a community with a shared future for mankind. However, when the epidemic hit, we suddenly found that this “community with a shared future for mankind”, or some kind of “community with a shared future”,  is increasingly being felt. Please note that General Secretary Xi Jinping made such a remark on the phone with UN Secretary General Guterres on March 12. He said: the outbreak of COVID-19 ‘s epidemic once again shows that mankind is a community with a shared future sharing weals and woes. In the era of economic globalization, such a major emergency will not be the last, and all kinds of traditional and non-traditional security issues will continue to bring new tests, so the international community should uphold the concept of a community with a shared future for mankind, watch and help each other, join hands to deal with risks and challenges, and build a better home on the planet. I think this sense of existence of a “community with a shared future” can become a valuable foundation for us to build a community with a shared future for mankind. From the perspective of the long-term historical development trend, it may be the right choice for all countries to form a community of interests and responsibilities and finally establish a community with a shared future for mankind.

Finally, I would like to say that in the process of fighting the epidemic, “people-centered modernity” has been fully reflected in China. It can be said that Chinese people, starting from the concept of “people-centered”, embracing the new industrial revolution and information civilization, are redefining what is modernity in a sense. 5G, AI (artificial intelligence), genetic technology, overall information level, and so on, have all played a particularly important role. This is the largest home life and work experiences in the world, better than that of all Western countries. Behind this is that China has led the world in the overall information level of social life infrastructure in recent years. China is the only country in the world that transform mobile phone into broad daily usage for all kind of purposes. It is also the country with the most complete industrial chain in the world, and the largest consumer market in the world.

“People-centered” originates from the traditional people-oriented thought in China and from the essential characteristics of China’s socialist system. It is completely different from the politicization of high-tech technology and especially the Internet in many western countries. “People-centered” makes the development of new technology the largest, broadest and deepest application market in the world in China, making people feel a great sense of achievement and unlimited business opportunities for enterprises. We proceed from the interests of the overwhelming majority of the people and look at information civilization from the perspective of information civilization, rather than from the perspective of industrial civilization, as many Western countries do. We believe that information civilization is an irresistible historical tide, and we need to comply with the trend, seek advantages and avoid disadvantages, solve various problems that may arise in the process of development, and let the industrial revolution serve the people to the maximum extent.

World Health Organization (WHO) highly affirms China’s anti-epidemic experience this time, believing that it has created a new standard for the world’s fight against epidemic, which itself implies the affirmation of Chinese values. Without these values, there would be no China to create these new standards and new benchmarking. We can even say that China is redefining modernity in some form today. We all know that modernity has always been the patent and privilege of the West in the past, but with more and more international recognition of China’s anti-epidemic model, it means that new modernity begins to emerge.

The political system of a modern country in the 21st century is to have the ability of rapid response, leadership and command, comprehensive coordination and social mobilization, otherwise its citizens will not be able to enjoy real and complete freedom and human rights. Similarly, a modern country in the 21st century, its values should include “human life is above all else”, it should be a balance of sincere unity, freedom and self-discipline, and it should believe in a community with a shared future for mankind. believe in “people-centered modernity” and so on, otherwise it will be difficult to be regarded as a real modern country.

China has become one with the world and introduced China to the world. We cannot be satisfied with various scattered Chinese elements, such as kung fu, cheongsam, green tea, jasmine, and so on. These are very important, but we cannot discuss these issues separately. We should pay more attention to things of overall, deep, spiritual and universal significance, especially some values that we advocate.

The Chinese values I have just mentioned in the process of fighting the epidemic in China are very precious. Behind these values, there are long-standing genes of Chinese culture and strong modern significance. I think it is a valuable contribution to the spiritual civilization of mankind as a whole. The values of these Chinese people are very helpful for us to get rid of the influence of many Western values on our countrymen for a long time, deconstruct the so-called moral superiority and values superiority of the West, and form our own moral superiority,  where we not only becoming more aware, but also develop critical outlook in a sense. This is not arrogance, but seeking truth from facts. we believe from the bottom of our heart that these values of the Chinese people are more humane and more in line with the overall interests of mankind than many values advocated by Westerners. They belong to both China and the world. There are genes of Chinese culture, and they also belong to mankind as a whole.

In order to facilitate foreign exchanges, the five values I have just mentioned can also be refined with some English key words, such “Life”, “Unity”, “Responsibility”,  “One human community”and  “People-centered modernity”.

Chinese narration should enter the conceptual level, and cultural and spiritual works should contain words. These Chinese values and their universal significance to human beings can move us as well as many people in the world. it has become a valuable contribution of Chinese civilization to human civilization. Of course, cultural and spiritual products that embody these values must be made with taste, temperature and international vision, just like the program “this is China”. Only in this way can better results be achieved.

I also have a feeling that this kind of victory in China is very much like a great ideological liberation movement, just like the discussion in 1978 that “practice is the only criterion for testing truth”, which freed us from the shackles of dogmatism and opened up the spring tide of reform and opening up. Just like the “socialist market economy” established in 1992, we got rid of the curse of the concept of development and greatly liberated China’s productive forces. Today, the sound victory gained by the Chinese people through the war against epidemic has brought the western world, western model, and western discourse off the high altar in the hearts of most Chinese people.Therefore, this great ideological liberation will effectively push the Chinese nation to the center of the world economic and political stage.

Hello, everyone. Just now Teacher Zhang talked about the values on which China’s heart wins. I think a very important source is our socialist system, socialist culture, and the second source is the very long cultural tradition of humanism. The crystallization of the two forms our values system.

Today, I would like to cite two examples to tell you two words. the first is the word “people”. Just now, Teacher Zhang also put special emphasis on “people-oriented”. For a long time, Western civilization is one that is God-oriented. In modern form it becomes capitalistic society. Interestingly, you find that there are gods, capitals, but no “people”. During the European Enlightenment, after they were freed from the shadow of religion and theology, they soon fell into the the pit of capitalism and never realized the true people-orientation. So it is not surprising that many western countries engage in herd immunity this time.

Where does Chinese humanism come from? I think it is a product of long historical experience. A very important point in our historical experience is that we have settled on a large scale for a long time, and many ethnic groups today advocate equality, diligence and thrift, love peace, plan for the future, be vigilant, and families like to save and invest in their children’s education. it has a lot to do with it.

Some of the important cultural relics we found, such as King He Zun of Zhou Chengwang, have an inscription 宅兹中国 (Zhaizi Zhongguo), which is a portrayal of Chinese settlement history.

What are the characteristics of this settlement civilization, that is, there will be a spatial connection between different generations. To put it simply, we have lived on a piece of land for generations, resulting in ancestor worship. Because our ancestors used to be living people, died and become ghosts and gods, so when people can become ghosts and gods, they break through the boundary between man and God, which is a very important starting point for us to produce humanism. Humanism is embodied in all aspects of Chinese culture. from ancient times to the present, the Chinese people have stressed that human life is of vital importance, which is a basic principle of our culture and morality, and it is also the biggest difference between China and the West in today’s fight against the epidemic.

From the tradition of settlement, there is also a concept of great harmony. For example, in the early days, every family and every country, because of offering sacrifices to their own ancestors, extended to the ancestors of others, so there was empathy and tolerance, and in the end, it was familiar to everyone that you should not do to others what you do not want to do to others.

The second word is  (Gong). A Japanese historian, Yuzo Mizoguchi, wrote a book and said at the beginning that the meaning of the word “Gong” in China is different from that in Japanese, and there are two sets of meanings in Chinese a long time ago. The first group refers to publicity and fairness, and the second group refers to public places and buildings, which later evolved into synonyms for the ruling organs of the state and the monarch. In Japanese, official characters have only the second set of meanings. This is indeed a very unique thing for us, and we put forward the idea that “the world is shared by people” a long time ago.

From ancient times to the present, Western politics are based on private rights, especially after the disintegration of the Roman Empire, Europe’s transition from feudal system to modern capitalism is actually a transition from feudal private rights to bourgeois legal rights. it is still an unbreakable system of putting private rights first and “the world is private”. Until today, when we look at the western legal system, it is still the supreme principle to safeguard the sanctity of private property.

It was not until modern times, equivalent to the end of the Ming Dynasty, that European countries began to step out of the feudal era one after another. Zhang Taiyan (1869-1936) , discovered long ago that the western system is “non-feudal”, having representative multi-party system, federalism, liberalism, constitutionalism, and so on, but its historical roots are all derived from feudal aristocratic politics.

Among all the civilizations in the world, China is the first to come out of the feudal era, so it is also the earliest civilization to produce the pursuit of common good for the people. Like all ethnic groups, we have experienced a very long stage of private power politics, such as the feudal system of the Zhou Dynasty, “the monarch land under the heaven”. The unification by the Qin Dynasty, began the process of eliminating the feudal system. It is the logic of the evolution of the political system that has produced the development direction of the system that “the world is shared by the people” in Chinese civilization, and it has been developing in this direction since 2000 years ago.

New China has established an unprecedented era in which the world is shared by the people. This epidemic once again demonstrates the system and culture shared by the people in our world, and shows the strength and importance of our public ownership and our public utilities, including psychological and spiritual publicity. One of the great revelations of this epidemic is that in the future reform and development, we should obviously continue to make efforts in the direction in which the world is shared by the people, to pursue the dream of great harmony of the Chinese nation for thousands of years, and to pursue the great rejuvenation of the Chinese nation. Host: General Liu Bocheng (1896-1986), has a famous saying that when the five elements are not determined, you would lose completely. During this period of time, we have also been observing the state of anti-epidemic in the West.  Is it also uncertain and unclear?

Zhang Weiwei: From the very beginning, at least for more than two months in the prevention and control of the epidemic, the United States did not want to battle against the epidemic at all. This is its biggest problem. It can be said that it is contemptuous, or it can be said that it is ignorant and anti-intellectual.

This can use Liu Bocheng’s saying, do not know yourself and and the enemy. As far as I am concerned, it is too arrogant, not only cultural arrogance, but also political arrogance. They believe China is a backward authoritarian and centralized country , and could only achieve certain unsatisfactory level. With the exception of Wuhan and Hubei, the fatality rate is less than 1%, hence not a big concern as the good medical standard of the United States is reckoned to be far superior than that of China.

Host: from the perspective of Western anti-epidemic measure, if we say that China wins, how would they feel?

Fan Yongpeng: I think it’s better to call it disturbed. As General Liu Bocheng said, it is interesting to compare the United States from these five aspects. The first is the task. We Chinese pay special attention to setting and outline the problems. You need to know what problems be solved. This chaos in the United States shows from the very beginning to the present of the problems and their focus, and whether to protect the stock market or human lives first. All the goals are in conflict, so step on the watermelon peel and slide wherever you go. The second is local situation. Americans need to be  very clear about the power relationship between their medical reserves, supplies, federal power, and state power, so it should be able to anticipate a series of things that will happen later.

In the third enemy situation, there is an objective situation. Oriental Journal, a magazine of our Chinese Research Institute, published an article by Professor Wang Shaoguang in this issue. He talked about decision-making under the condition of deep uncertainty. From a management point of view, there are many different conditions for decision-making, so the novel coronavirus epidemic is absolutely deeply uncertain, but even in this case, in terms of information, statistics, and measures, there is a process from uncertainty to gradual determination about the situation of the enemy, while the United States appears to be very chaotic.

Host: Are they aware of the power of their own values? In fact, this invisible force plays a very big role behind it.

Zhang Weiwei: I think 心胜(heart wins) concept mentioned by General Jin Yinan is important. The reason being that when we had to confront Western discourse, we must be confident. Because when the West attacks you with words, due to its own confident, it may be for religious reasons, it may be for ideological reasons, and so on. However, I often say, break a little bit, don’t be afraid, you can show your sword to it. Behind it is that you also have confidence, you have your values, I have my values, and both values can exist, but if you want to impose your values on me then I will say sorry as mine is better than yours. I can communicate better only after confrontation.

When the West attacks your values or the whole fight against the epidemic, how can it violate human rights if it starts from these values? Why make people stay at home? Why force people to wear masks? This is based on the absolute values of individualistic rights, so you have to explain to it that you have such freedom but you also have responsibilities. This is the values of the Chinese people. So I think this is a good summary of experience, because behind our way of doing things is that we all have own values. We are even more confident after defeating the epidemic.

Host: can the Western world really understand that behind so many things we have done in the fight against the epidemic is our real values? Do they feel this?

Zhang Weiwei: People who really know something about China, such as scholars like Martin Jacques, admire it from the bottom of his heart. In London, he said, “Oh, I wish I were in China now, but what if I’m in London now?” However, up to now, most Westerners are still tight-lipped, unwilling to admit China’s success, and seeing from their own values only, so this has become a game. We have said many times in the past that if you do not see the meaning of Chinese values, it is you who will lose in the end.

Fan Yongpeng: it is not so easy to go up to this level. For example, the first layer of systematic thinking, Westerners are particularly good at causal thinking, encounter a problem, to solve this specific problem. The Chinese began to pay attention to systematic thinking from our old ancestor, the Book of changes. Of course, modern Western scientists also put forward a very advanced system theory, but in practical application, the Chinese are better at it. The fight against epidemic in Wuhan, if compared to a war, is especially like a round-up point for reinforcement. In fact, systematic thinking is behind a means commonly used by the Communist Party in the history of war and revolution. It means not merely solving a particular problem but also dealing with a framework to resolve all kind of problems.

The second is the unity of opposites. For example, the Americans are very confused from the very beginning due to this understanding. In fact, a number of things are not really contradictory from the perspective of unity of opposites. There is a Western scholar who has studied the roots of Western thought and found that the ancient Greeks had a habit of putting forward two relative concepts when talking about any problem, and then pushed to both ends, pushing to the extreme, carrying out a lot of logical deduction. It’s good for training your mind, but it’s not like that. This time, we want to protect human lives, life first, and we also want to protect the economy, but if we grasp the key points and save human lives, the economy will  also recover. Therefore now our economy is back to  normal, but the United States is still stuck in a quagmire.

The third point is our national system, which I think is very difficult to achieve even if Westerners understand it. First, we have a long historical tradition, and the other is the important experience accumulated by our party in the process of revolution and war construction. But it seems strange to let Americans fight a people’s war. Of course, we believe that there is something useful in its system that can deal with the epidemic.

Host: Some time ago, the White House issued a dozens-page report entitled “the Strategic Policy of the United States towards the people’s Republic of China.” in this report, it is clearly acknowledged that the peaceful evolution and contacts of the past few decades have failed, and the next step is to exert clear pressure. From the political, economic, military and other dimensions, it may have been permeable in the past, but now when it comes to the table, how much pressure will it put on us?

Zhang Weiwei: After reading this so-called strategic report, I feel that there are no real first-class and second-class strategic talents in the United States today, at least not involved in this decision-making, perhaps in some other academic circles or something. but not integrated into the government decision-making system. It can be seen that they do not have an overall strategic thinking. What on earth are you going to do with China? It is proposed to contain and compete with China in terms of economy, values, national security and military, so what if you are unable to win? It doesn’t have this plan.

Fan Yongpeng: I think this so-called strategy is more of an excuse to get in shifting blame to China. I heard a very interesting saying that the Chinese government is especially very dependable. When the United States vents, the Chinese government will solve the problem, but it is also very tired. Problems have been solved, and but are not popular. And the US government is especially like a scumbag man, who usually makes you happy and says all kinds of beautiful words one after another, but if something goes wrong, he will start blaming others.

I just read an article on the Internet that says that people with high IQs are unhappy.
